The routine uses the hex code to determine the brightness and basic colors to search in paint supplier catalogs for the one that subjectively appears most similar. Additionally, it indicates the degree of similarity in percentages, where 100% means the color is identical and 0% means it is completely different (technically, it's the similarity between black and white).
It's important to bear in mind that a color is perceived according to its components, its brightness, but also other nearby colors. Therefore, two colors that may initially seem very similar can end up being perceived as very different once applied.
